I. Carry out safety education and training for the main persons in charge of production and operation units
1.In conjunction with the Central Party School, we will conduct special safety education and training for the principal persons in charge of production and operation units in key industries and fields, consolidate and improve the synchronous model of "Central Party School main classroom + regional classrooms", and promote full coverage of education and training for principal persons in charge of production and operation units in relevant key industries and fields. Among them: in 2024, we will focus on conducting centralized training for principal persons in charge of mining enterprises and fire safety responsible persons in secondary and tertiary hospitals; in 2025, we will focus on conducting centralized training for principal persons in charge of metal smelting production and operation units and fire safety responsible persons in key cultural relics protection units; in 2026, we will focus on conducting centralized training for fire safety responsible persons in large commercial complexes. All regions and relevant member units of the State Council's Safety Committee should organize safety education and training for principal persons in charge of production and operation units in relevant key industries and fields that are not covered in light of actual conditions.
II. Carry out actions to improve the standard system for determining major accident hazards
2.Summarize the experience and practices of the 2023 special investigation and rectification of major accident hazards, revise and upgrade a number of major accident hazard determination standards, and form a relatively complete standard system covering all industries and fields. III. Carry out a dynamic zeroing-out campaign for major accident hazards

Establish and improve a safety risk assessment consultation mechanism for various development plans in accordance with local conditions, effectively connect the national land space planning and the results of the national comprehensive natural disaster risk survey, and formulate a list of prohibited and restricted industries for production safety in key areas such as development zones, high-tech zones, industrial parks, and chemical parks based on regional realities, strictly control access, and strengthen control over the sources of major safety risks.
4. Improve and perfect the normalized mechanism of self-inspection and self-correction of major accident hazards in production and operation units. The main person in charge of the production and operation units shall lead the team to conduct at least one inspection of the investigation and rectification of major accident hazards in the unit every quarter (at least once a month in high-risk industries), and improve and implement the job responsibility system for safe production of all employees in production and operation units. 5. Improve the supervision system of local governments for the treatment of major accident hazards, establish a review and approval mechanism for relevant departments of the government with safety supervision responsibilities, increase professional guidance, and ensure that major hidden dangers are rectified in a closed loop. Establish and improve a statistical analysis mechanism for major accident hazards by region and industry by the end of 2024, and take timely measures such as letters, notifications, interviews, and exposure for those with slow progress. Revise the "Interim Provisions on the Investigation and Treatment of Work Safety Accident Hazards" to further strengthen the supervision and management of accident hazard investigation and treatment.
6. Improve the database of major accident hazards, and improve the database operation and management mechanism by the end of 2024, so as to realize the full collection of major accident hazards detected through various channels such as self-inspection and reporting by enterprises, findings from supervision and inspection, and verification of reports from the public, and promote the sharing and centralization of information on major accident hazards. Timely notify the main responsible persons and actual controllers of relevant production and operation units of major accident hazard information, implement list management and dynamically update the rectification and implementation status, and promote rectification and cancellation of each item according to the list.
IV. Carry out safety science and technology support and engineering governance actions

8. Timely update the catalogue of advanced and applicable technical equipment promotion and obsolete safety production process technology equipment, clarify the scrapping standards for in-use equipment, and increase the efforts to eliminate and update hazardous chemicals, mines, tailings ponds, industry and trade, fireworks and firecrackers, construction, transportation, gas and other industries. Accelerate the orderly closure of "small and scattered" enterprises, the closure and cancellation of tailings ponds, the scrapping of old DC diesel locomotives, the renovation of old fishing boats, the transformation and upgrading of old chemical production equipment, and the management of illegal production and sales of "large tonnage and small labels" trucks in accordance with the law, and promote the elimination and withdrawal of all modified tractors by the end of 2025. Focus on highlighting major risks and hidden dangers, increase the efforts to tackle key problems in safety production science and technology projects, and accelerate the breakthrough of key core technologies of important safety production equipment. Vigorously promote "mechanized replacement of people and automated reduction of people", and improve the automation and intelligentization level of industries such as mines, hazardous chemicals, fireworks and firecrackers, military industry, civil explosives, and tunnel construction. Promote the installation of early fire alarm and fire extinguishing devices in small production and operation sites, self-built houses for business purposes, and old residential communities. Study and formulate mandatory standards to promote the installation and application of active safety devices for road transport vehicles.
9. Carry out in-depth engineering governance actions such as upgrading and renovating fire-fighting facilities in old places, building highway safety and life protection projects, strengthening reservoirs, building elevator safety foundations, renovating railway level crossings, and opening up emergency escape exits and fire truck passages. Organize special governance of illegal and irregular activities in the review and acceptance of fire-fighting design for construction projects. By the end of 2025, basically achieve full coverage of fire-fighting water supply in urban built-up areas and full coverage of rectification of self-built houses with safety hazards, continue to promote the improvement of the quality and efficiency of safety infrastructure, and strengthen inherent safety.
V. Carry out actions to improve the safety quality and ability of employees in production and operation units
10. Promote the deepening and improvement of safety skills training for employees in production and operation units of high-risk industries such as hazardous chemicals, oil and gas extraction, mining, metal smelting, and fireworks and firecrackers, strictly assess the safety knowledge and management capabilities of the main responsible persons and safety production managers of production and operation units in high-risk industries, as well as the safety and technical training assessment of special operations personnel, and make the relevant requirements for the investigation and rectification of major accident hazards an important part of the training assessment. Issue the "Basic Conditions for Safety Production Training Institutions" standard, strengthen equipment configuration and facility construction, conduct a full coverage condition review of safety production training institutions, and clear out a number of institutions that do not meet the conditions by the end of 2024. Optimize the examination and licensing management of special operations, and build a unified "Internet + Special Operations Personnel Comprehensive Management Service" system at the national level by the end of 2025, promote special operations personnel to take up their posts with certificates, urge production and operation units to strictly manage special operations personnel such as electric welding operations, and strictly abide by fire safety, production safety and other operating procedures.
11. In light of the actual situation in various industries and fields, by the end of 2024, the frequency, content, scope, time and other regulations and requirements for safety production education and training for all types of employees in production and operation units will be fully refined and improved, and the supervision and inspection mechanism for the effectiveness of education and training will be improved to effectively strengthen the dynamic management of education and training. Clarify the safety access mechanism for relevant employees and the exit mechanism for those who do not meet the safety conditions, and improve the overall ability level of employees. Promote production and operation units to strengthen safety production guidance and supervision of outsourcing and other related units, include labor dispatch, flexible employment and other personnel who accept their work instructions into the safety production management system of the unit, strictly implement safety training and management, and effectively improve the safety quality and ability of relevant employees.
12. Focus on improving the awareness and ability of employees to evacuate and escape, and promote production and operation units to organize at least one evacuation and escape drill every year (at least once every six months in high-risk industries), so that all employees are familiar with escape routes, safety exits and emergency response requirements, and form a normalized mechanism. Promote production and operation units in high-risk industries to comprehensively build safety production emergency rescue teams in accordance with the law to meet the needs of safety risk prevention and accident rescue.
VI. Carry out safety management system construction actions for production and operation units
13. In combination with the internationally accepted experience and practices of safety management systems, a pilot program will be launched in 2024 to build a safety production management system standard with Chinese characteristics. In 2025, a focus will be placed on large and medium-sized enterprises to revise and complete the basic specifications for enterprise safety production standardization management systems, basic specifications for safety production standardization management systems for small and micro enterprises will be studied and formulated, and relevant industry safety production standardization grading standards will be updated in a timely manner.
14. Explore the implementation of a safety production standardization management system grading system, and actively promote and guide various enterprises in relevant industries to create a safety production standardization management system. Vigorously select benchmark enterprises in various industries for safety production standardization construction, and implement incentive policies for enterprises that meet safety production standardization standards in terms of reducing the frequency of inspections, giving priority to resumption of production acceptance, optimizing safety production liability insurance and work-related injury insurance premiums, and credit rating assessment. By the end of 2025, a group of safety production standardization benchmark enterprises will be created to promote advanced experience in safety management systems.
VII. Carry out precise law enforcement and assistance actions for production safety
15. Establish and improve the reporting system mechanism for production safety in various industries and fields, implement reward funds, improve the confidentiality system, fully mobilize the public and employees to report or report major accident hazards in production and operation units, and promptly discover all kinds of illegal and irregular behaviors of production and operation units. Promote production and operation units to establish and improve the reward mechanism for reporting accident hazards, improve both material and spiritual reward measures, give heavy rewards to those who report major accident hazards and other outstanding problems, encourage employees to actively report accident hazards around them to production and operation units, put forward reasonable suggestions for rectification, and enhance employees' safety awareness.
16. Comprehensively use the methods of "four no's and two direct's", open and secret investigations, cross-regional law enforcement, etc., focus on the investigation and rectification of major accident hazards, deepen the precise law enforcement, and centrally list, announce, expose and deal with a number of major accident hazards, and interview and inform areas where law enforcement is "loose and soft". For production and operation activities that do not require approval and filing but have greater safety risks, increase on-site law enforcement inspections, improve the "double random" spot inspection work mechanism, and strictly prevent small construction and small operations from causing big trouble. For serious violations, take measures such as suspension of production and rectification, closure and abolition, upper limit punishment, joint punishment, "one case, two penalties" in accordance with the law, implement the enforcement and execution connection mechanism, and severely crack down on all kinds of illegal and illegal acts. For the main person in charge of the production and operation unit who is responsible for major accidents, it is clearly stated that he shall not serve as the main person in charge of the production and operation unit in the industry for life. Before the end of 2024, establish and improve the statistics, law enforcement evaluation and typical case reporting system of safety production supervision and inspection in various industries and fields, improve the benchmark of administrative discretion, and organize law enforcement training and competitions. Increase the promotion and application of "Internet + law enforcement", promote the organic combination of on-site law enforcement inspections and online patrol law enforcement, and continuously improve law enforcement efficiency.
17. Comprehensively coordinate the personnel strength of township (street) safety production supervision, fire protection, disaster prevention, mitigation and relief, emergency rescue, etc., strengthen the implementation of responsibilities, jointly carry out safety inspections, safety publicity, emergency rescue and other work, and promote the extension of safety production supervision services to the grassroots. Strengthen the law enforcement equipment of administrative law enforcement personnel at all levels of safety production, and promote the standardization of law enforcement teams. Implement the dynamic management mechanism of national safety production professional emergency rescue teams, reasonably determine the team size according to the needs of safety production emergency rescue work, strengthen the construction of local backbone professional safety production rescue teams, comprehensively improve the level of modernization of technical equipment, and strengthen professional emergency rescue support and guarantee.
18. Focus on the investigation and rectification of major accident hazards, and strengthen the capacity training of grassroots safety supervision and law enforcement personnel. Within three years, in conjunction with the Central Party School's training courses for enterprise principals, conduct follow-up training for safety supervision and law enforcement personnel across the country. Organize the compilation of law enforcement training materials, promote various forms of law enforcement business training in various places, and continuously improve the level of systematic and standardized training. Before the end of 2024, relevant provincial and municipal departments will coordinate the establishment of a safety production expert database and make full use of external professional forces to improve the quality and efficiency of law enforcement inspections. Strengthen the publicity and education of national safety production, cultivate public safety awareness, focus on the theme and goal of "everyone talks about safety and everyone knows how to respond to emergencies", continue to carry out activities such as National Safety Production Month, Fire Protection Publicity Month, Safety Publicity Consultation Day, etc., incorporate safety education into the national education system, guide the public to practice a safe production and lifestyle, and promote safety publicity in enterprises, rural areas, communities, schools, and families. Implement the "whoever enforces the law shall popularize the law" legal education responsibility system, and carry out in-depth publicity and education on the rule of law for safety production. Promote the establishment of special columns on safety production in provincial, municipal, and county-level television and other media, regularly explain safety production knowledge, introduce typical safety production experience and practices, expose outstanding problems, and produce and broadcast safety warning propaganda films to strengthen the lessons learned from typical accidents. Accelerate the construction of safety science popularization education and safety experience bases according to local conditions.
20. Deepen the demonstration creation work of "Safe Project" for highway and water transport construction, "Safe Agricultural Machinery", "Safe Fishery", "Ankang Cup" competition, youth safety production demonstration posts, safety culture demonstration enterprises, etc., select a group of advanced enterprises, units and individuals in safety production work across the country, and strengthen the demonstration and leading role.
